During a Pandemic, services provided by a municipality continue to operate normally until staff begin getting sick, or are unwilling to attend, and are absent from work. When the municipality reaches the point when there is insufficient staff to provide all services, some services must be suspended in order to continue providing critical or vital services.

A Business Continuity Plan for Pandemic determines which are the critical and vital services that must be continued, and which services can be suspended.

Objectives of the Plan.

Provide the authority to move from normal operations to emergency operations and maintain only those functions defined as critical or vital services.

Provide principles that will offer a level of security, support and safety for employees.

Ensure continuation of services to residents required for the protection of life and protection of taxpayers’ interests.

Provide information to aid in the recovery of suspended services.
